In partnership with Frederick County Public Schools (FCPS) and Frederick County Government's Family Partnership, participants are offered real-world opportunities to discover possible future careers. These experiences not only cultivate essential skills and personal growth but also provide insight into the vital role local government plays in serving our community.

By participating in the Discovery Program, individuals will gain:

Youth Apprenticeship Program

The Maryland Youth Apprenticeship Program is a state initiative that allows high school juniors and seniors to gain paid, real‑world work experience while earning credit toward graduation. It is designed to help students begin career pathways early and connect employers with motivated young talent.

Frederick County Government serves as a host employer for the Maryland Youth Apprenticeship Program. Through this “earn and learn” model, in partnership with FCPS, students complete 450 hours toward their high school graduation requirements, earn money while they work, and build workforce‑ready skills as they explore career pathways. Youth apprenticeships give students meaningful, real‑world experience and the chance to network with County leaders while gaining insight into public‑sector careers. Upon completion, students earn the Maryland Apprenticeship Completion Certificate—a state‑recognized credential issued by the Maryland Department of Labor that verifies supervised, industry‑aligned training. This certificate strengthens students’ competitiveness for jobs, college programs, and future registered apprenticeships, equipping them with practical experience, professional connections, and a credential that signals readiness for the workforce.

Additional FCPS Program Opportunities

Internship

Youth internships provide high school juniors and seniors valuable career-related experiences and the opportunity to explore career fields that align with their academic interests and career goals. These experiences typically occur during the school day and may be either paid or unpaid. Placements must be approved by the student's FCPS Work-Based Learning Coordinator or Job Coach.

Work Study

Work study allows high school seniors to earn school credit through paid work experience, that takes place during the student's school day. Students gain hands-on exposure to career-related tasks that align with their curriculum. Placements must be verified and approved by the student's FCPS Work-Based Learning Coordinator or Job Coach.

Job Shadowing

Job shadowing provides high school students with short-term, observational experiences designed to introduce them to specific career fields within Frederick County Government. These experiences allow students to visit professionals in the workplace, observe daily operations, and ask questions to gain a deeper understanding of various roles and industries. Placements must be approved by the student's FCPS Work-Based Learning Coordinator or Job Coach.

Student Service Learning

Student service learning (SSL) integrates academic instruction with meaningful non paid community service, helping students build valuable skills while fostering civic responsibility. Students apply classroom knowledge to real-word challenges, deepening their understanding of academic content and making a positive impact in their community. Placements must be approved by the students Work-Based Learning Coordinator or Job Coach.

Family Partnership Opportunities

In collaboration with the Department of Family Partnership, Frederick County Government is dedicated to supporting youth development and workforce exploration. This initiative provides hands-on learning experiences for individuals ages 16 to 24, including those working toward their GED, to foster career readiness and personal growth.

Participants work closely with a Family Partnership Employment Specialist to identify placement opportunities that align with their interests and goals. Upon successful completion of the program, participants may be eligible to receive a stipend funded by Family Partnership.

This is more than just a job, it's a stepping stone toward a meaningful future in public service and beyond.

Internship

Internships provide youth with structured, hands-on work experience. Interns actively contribute to daily operations while developing professional skills aligned with a customized training plan. Participants gain exposure to workplace expectations, build confidence, and explore potential careers in public service.

Job Shadowing
